Creating a venv on the root of a mono repo is not changing the projects selected environment

When verifying #491, it seems the expected behaviour is that when creating a venv on the root of a multi-project workspace, the projects would have the venv selected as well (provided they had global envs before)

I'm not experiencing this behaviour on the latest pre-release versions of the Python envs extension:
