Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.100.2
• OS Version: Windows 11 LTSC 24H2

Steps to Reproduce:

1. Enable the minimap
2. Open an untitled file
3. Take a look at the first line end

If I set the vertical scrollbar width to 0 then there is no overlapping

If this is confirmed, I'd be happy to create a PR to fix the issue
