API to track opened / closed panels

Description

I would like the ability to track if the primary sidebar, secondary sidebar and panel are visible. This is currently only possible through "when" clauses but not through the extension API.

Use Case

I need this to track context for an AI extension which uses the visible state of the IDE as context, for this I need to know the state of the display, and in turn need to know if the panels are open or not.

This has already been raised in #186581, but was not taken up. I would like to re-raise this feature request.
