VS Code has operational problems when you have an user folder with special characters.

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.101
• OS Version: Windows 11 Home 24H2

Steps to Reproduce:

1. You user folder must something like úser

Can access git credentials, can't load your Powershell profile, and other permission stuff because can't access the user folder.

This issue does not occur in version 1.100.3.

Do you mean the environment variable $env:USERPROFILE is equals to, for example, C:\Users\'úser?
Intending the user logged is 'úser.

In my case the username only has one accent but yes.
