when tabs on multiple line, tabs jump when edit file and save file

• VS Code Version: 1.100.3
• OS Version: Windows_NT x64 10.0.22631

Steps to Reproduce:

1. open many files, and tabs wrap to multiple line.
2. edit one file, the file status was changed and a dot flag on it, this maybe lead to one line length changes, and lead to layout the tabs again. when save the file, the change flag disappear, maybe lead to layout again.
   this jump make very unhappen experience.
3. please try open many file, 10 file, 11 file, 12 file ... until find this jump.

We recommend using workbench.editor.tabSizing: fixed with wrapped tabs as this issue will not occur anymore. You can control the sizes of the tabs with workbench.editor.tabSizingFixedMaxWidth and workbench.editor.tabSizingFixedMinWidth.
