Hide commit message prompt button when the user is not logged in to copilot

Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.100.3
• OS Version: Mac
• Edge Version: 136.0.3240.64

Steps to Reproduce:

VSCode should hide this button because it not works when I am not logged in to copilot.

BTW, I use VSCode in Edge browser (web).

Thanks for creating this issue! It looks like you may be using an old version of VS Code, the latest stable release is 1.101.0. Please try upgrading to the latest version and checking whether this issue remains.
