Unable to resolve shell env. on Windows

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.101.0
• OS Version: Windows_NT x64 10.0.26100.4351

Steps to Reproduce:

1. Just click to open VS Code, then you can see error window here.

2. Go to Learn More and there is no document about why it happens on Windows and how can I resolve the problem.
3. Go to Configure and there is only one settings associated. Change it couldn't help, VS Code still get same error window and exit code every time when VS Code is opened.

Further info:

1. It occurs both in version 1.101.0 and insider preview 1.102.0, but not in 1.100.3April 2025 Recovery 3
2. There is WSL enabled on my machine. Docker and podman was installed. I don't know if anymore 'Terminal' on my machine.

• System PowerShell Version is 7.5.1, from MSI.
• Windows Terminal is up to date, from MS Store.
• Git Version is 2.49.0 x64bit, from standalone installation.
