UI: Improve display of long MCP tool responses in agent mode chat with a scrollbar

In GitHub Copilot's agent mode, when a MCP tool call is made, the request and response details are displayed in the chat view. If the response content is extensive, the current fixed-height display for the expanded details lacks a scrollbar. This makes it inconvenient for users to scroll through and view the entire content.
