Braille display routing keys not working on macOS

Type: Bug

1. Connect a braille display with routing keys, Freedom Scientific Focus 80 Blue in my case
2. Open VS Code
3. Open a new file
4. Type anything into the line with a normal keyboard
5. Press any of the routing keys above any of the previous cells with content
6. Notice nothing happens.

VS Code version: Code 1.101.0 (Universal) (dfaf441, 2025-06-11T15:00:50.123Z)
OS version: Darwin arm64 24.5.0

Hi Megan and team.

I'm traveling right now and I don't have my Braille display with me. I'll report when I'm back by the end of next week.
