Copilot create new files all the time

When ask Copilot to modify or create a new feature in agent mode (e.g. "Please modify config module to support xxx"), it doesn't modify the files exist (e.g. config.py).

It instead create another file (e.g. new_config.py)! And I use claude 4 sonnet so I don't think the AI is stupid enough to create a new file.

Maybe prompt or something should be adjusted!😊😊
