[New Feature]: Have the CMD.exe window run minimized on pipeline

Description of the new feature/enhancement

Occasionally, the CMD window will block the terminal which is showing the winget output and may potentially block other error messages. It would be great if this CMD window could be hidden

I'm not sure who is launching this but one can definitely do it via CreateProcess. However many layers above may not be able to control that though. It may not even be in our control (as in the team that owns the infrastructure is invoking that). But even if it isn't, we should be able to forcibly bring the other window to the foreground. If that is the route, make sure to do it as part of launching or immediately after so that we don't end up covering any potential installer UI.
