Add cgroupruntime extension to k8s distribution

I would argue the k8s distribution is the most important distribution to include this extension.

What are the requisites to make this happen? I guess the issue is the "development" status of the extension?

I agree, but I expect the reason it's not included is that https://github.com/open-telemetry/opentelemetry-collector-releases/tree/main/distributions/otelcol-k8s#rules-for-component-inclusion requires Alpha+ stability, whereas the cgroupruntime extension's stability level is Development.

Pinging code owners to comment on the plan for graduating the component to Alpha.

That's right, it has not been added because of its development status. See previous attempt: open-telemetry/opentelemetry-collector-releases#912

Before moving to Alpha, we wanted to ensure the extension still provides some value after Go being cgroup quota aware: open-telemetry/opentelemetry-collector-releases#912

There are two additional features still not available in Go 1.25, but the cgroupruntime extension provides:

• Setting GOMEMLIMIT based on cgroup memory limits (using https://github.com/KimMachineGun/automemlimit)
• Setting GOMAXPROCS in AWS ECS (uses the AWS api to get the task/container cpu limits)

Given these two extra functionalities and that there has not been changes in the extension api since its development, I would agree on moving to Alpha + including it in the k8s distribution.
