Avoiding Getting Apple Certificate #6240

I am sympathetic to this, but we have no control over how Apple handles their Developer Program. This is feedback that should be submitted to Apple, not us.
There aren't any. Apple decides how macOS works, and they've decided signed applications are the future. We're all along for the ride.
We sign our installer .pkg with my own personal Developer ID, which I pay for out of pocket. We cannot help with this. |

Description of issue
For a lot of good open-source developed casks, it's not viable for the developers to shell out 99$/yr for getting certificates to get signed apps. This is creating a barrier to entry to underprivileged developers who simply cannot afford that cost.
What alternatives are there for signing applications that is more equitable for all? Is there a way that Homebrew themselves can share their license with these open source devs so that their software can reach their audience?
