Add vector math support

Summary

Add support for vector math.

Problem statement

The oneapi spec shows the API for vector math but it's not currently implemented.

Preferred solution

Implement the library for x86 CPU and Intel, NVIDIA, AMD GPUs.

We are working on it.
I expect this work to close in Q1 of this year.

First changes will have CUDA(NV GPUs) and MKL (Intel CPUs/GPUs).
Very likely in Q2.
