This and #1958 extend the OWL time ontology. Given that we added owl-time, the extensions seem worth adding as well. Now, the specs were last published by the Spatial Data on the Web Interest Group, as Notes, and they are not explicitly listed in the charter of the Spatio-Temporal Data on the Web Working Group alhtough they seem to be on the table according to w3c/sdw#1445 (plan may be to integrate them in the OWL Time spec itself). I'd still add them. @dontcallmedom, WDYT?
