I like this. It's a good compromise.

However it's not clear what sanctions if it is discovered that the creator violates these rules, which means this is rather toothless.

I also know there's some people communicating with the groups team about reassigning superadmin status. The process by which that happens and how that person is decided if the opportunity is available should also be systematized way ahead of time.

@brettneese I thought about that, but I couldn't come up with a logical consequence that violating the rule should have. What sanctions can be imposed without technical authority (the ability to ban them etc.)?
