All telemetry criteria bug

Closes VIPERGC-816

Describe your changes:

• Renamed function argument for clarity.
• Code should default to a Map and not an associative array. Just create one once, don't initialize a new object every time we receive telemetry.
• Use Map getter function, not associative array key here and here
• Remove superfluous call to createNormalizedDatum
• Reverts a [previous change](https://github.com/nasa/openmct/pull/8041/files#diff-d3770aa9488c5c41f2fe3a00e3ee49f821205a1815506ce08a024cbccf5cfd73R133 to a unit test
