Is your feature request related to a problem? Please describe.
To reference system objects in the user database in Fabric, the master dacpac is required - even though the master database isn't accessible in Fabric.

Describe the solution you'd like
master dacpac published to nuget

potentially included as a package reference automatically in Fabric integrated source control
