Currently you can register a stage as failed, however, this currently does nothing except set its status.
Eventually, stages should check the status of the previous stage before executing.

Eventually I would like to have opm execute under it s own opm user account.
This way we could control the environment pretty easily.

Alot of the options currently set within the libs.sh opm.configure should be done within the actual opm.util.configure
function.

There currently exists a bug where the opm files are being sourced on each stage as though it was an entirely new
process.
Somehow need to persist this environment from one stage to the next.
