Closing project window with active notification prevents dismissing notification

Summary

If you close a zed project window while an Agent Panel notification is active, you can no longer dismiss the notification ("View Panel" and "Dismiss" do nothing). So the notification is permanently stuck.

Description

Steps to reproduce:

1. Do some sort of AI task which would trigger a notification (e.g. ask to run terminal command).
2. Toggle to another app and wait till the notification pops.
3. Close the Zed project window.
4. Click "View Panel" or "Dismiss" is the notifcation.

Expected Behavior: Notifications should either disappear with the window close or still be dismiss-able even if view panel no longer works.

Actual Behavior: Notification persists with no way of removing it.
