Removing this for two reasons:

  1. See if it helps with AI: Claude Sonnet 4 breakage #32888

  2. We need a better implementation that doesn't hurt caching and doesn't distracts the agent too much (see agent: Make stalled files notifications permanent #32876 for more context)
