Outline not color coded

Bug Description: The outline is not color coded as in VScode and VScodium.

Steps to Reproduce:

1. Just open a source file and the functions and data are displayed but not color coded.

• Operating System: MX Linux 23.6
• Theia Version: 1.62.200
