Wrong keyboard layout for shortcuts when two layouts are available

Bug Description:

On linux I have two keyboard enable: French and Swedish. On start Theia always seems to follow the Swedish keyboard (the first in the setting) even when I am in French. Switching twice (French -> Swedish -> French) bring theia to follow the french keyboard.

Edit: nevermind, sometimes switching work but sometime it doesn't. Right now my keyboard for the shortcut is wrong but it doesn't change regardless of the keyboard selected

Steps to Reproduce:

1. Add to keyboard layout on linux
2. Start with the second one selected. Theia uses the first one for the shortcuts
3. Press Super+Space twice to switch back and forth
4. Theia now uses the correct keyboard for the shortcuts
