The code all looks fine, as it was. Something must have broke during the IDF updates.

Just a guess but this code didn't fit for all esp variants back then. I was advised to only enable settable frequency for 8MB builds (and maybe some 4MB builds) if I remember correctly.
Maybe this got lost in the recent updates of the partition layout with the removal of OTA.

I think settable frequency should now fit for all variants.

16MB board, so it doesn't apply.

And I'm pretty sure it wasn't limited on specific flash variants.
