Still Impossible to configure logging format when using zap logger

What happened?

It says here that the functionality has been added (etcd --log-format console):
#13295
But in reality etcd still doesn't know such a flag (in version 3.6)

What did you expect to happen?

Expect etcd to know "--log-format" flag

How can we reproduce it (as minimally and precisely as possible)?

run etcd with flag:
etcd --log-format=console
