Move away from the Astro Starlight template

The Startlight documentation template we are currently using is a great starter project, that said is a bit opinionated for our tastes and is limiting in several ways when it comes to organizing localization-related files and content.

I would instead love to use Astro natively and switch to using our own components instead.

Is there a particular file structure we want to use in regards to our localization related to files? I would like to begin the process of setting up the file structure.
