Decide how to do initial triaging

This was one of the discussion points that came up in #21. The points to clarify are:

• Where do we do initial triaging? Synchronously on the SIG meetings, or in async fashion?
• Do we need a needs info label? A "No status"/"Triage" column on the project board?

Re-thinking this for a little bit, I think that it is fine if we do triaging during the meeting (since it is the most efficient way), as long as people can provide their feedback in an async manner, i.e. via an "needs info" or similar labels.
