knative-1.18 upgrade, k8s build version modified

The jobs for client, operator, eventing and kn-plugin-event need to be update from knative release-1.17 to release-1.18. The changes jobs implements update in k8s version from 1.31.x to 1.32.*+ (stable).

test-infra_PR#557, knative-tkn-upstream-ci _PR#30 and knative-tkn-upstream-ci _PR#31 be referred with this PR.

I'm waiting for a ppc64le-cloud member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Once the patch is verified, the new status will be reflected by the ok-to-test label.

hi @Rajalakshmi-Girish . Except some cometic changes eventing-kafka-boker has been skipped for now. Other components has been updated with stable k8s version and knative-1.18 changes.
All the changes has been tested in the local prow setup. You can review and do the merge now.
