Binary renderer/parser for Pkl

Provide an in-language binary renderer/parser, which conforms to the Pkl binary encoding.

This would be a lossless way to convert to Pkl and back again.

This should be provided as a:

• In-language API
• Java API (renderer)
• Java API (deserialize into PObject and friends)

Need to consider how to represent binary encoding.
