What would you like to be added:
After binding cluster resource and pod, openstack tries to create a vm with the resource. If the creation fails, the cluster resource should be revoked so that scheduler can bind it to other pods.

Why is this needed:
Resource collector should push openstack cluster resource information to scheduler immediately when there is resource status change. However, it takes 60 seconds to collect the resource status information.
