Allow changing used Docker image for teh GitHub Action

Description

The action.yml file hard-codes the used Docker image and there's no easy way of changing it. For some applications using the default of GHCR is not feasible and a way to change it would be a good idea.

Preferred Solution

Allow changing the Docker image used for the scan job.
