This PR updates the footer to link to the new Candid/Guidestar transparency seal and replaces the displayed image.
- Updated the footer’s seal link to the Vets Who Code Candid profile with
target="_blank"andrel="noreferrer". - Replaced the seal image source URL and updated its
alttext and added atitleattribute.
