CI build to test on arm64

### Description

Given we're already maxed on concurrent jobs for the main CI build, I think it'd be enough to do this weekly (even bi-weekly).

There's a few container images that lack arm support, so we should disable tests that use them (based on the CPU arch) and report issues to the relevant projects.
