Remove forced version of com.ibm.cloud:sdk-core once claudant bumps it

Description

Com.ibm:sdk-core version is currently forced to 9.23.1 because of #7269.
Once a version of com.ibm.cloud:cloudant containing sdk-core 9.23.1+ is used. the exclusion can be removed.
