Add support for F3 aware snapshots

Snapshot exporting and importing can handle snapshots that are augmented with F3 information that is being designed and worked on in ChainSafe/forest#5627

Why Important

Nodes starting from a snapshot don't need to rely on the cert exchange protocol to catchup because we expect this will get slower with time.

User/Customer

Node operators who start from a snapshot.

Notes

1. This depends on
   1. Add API for exporting certificate chain for Filecoin snapshots go-f3#480
   2. to-be-designed snapshot format
2. Lotus snapshot export support is needed so that Forest can continue to validate that Lotus and Forest snapshot formats match.
