Request: add TAPR and Solderpad licenses for project made with Hardware Description Languages like Verilog

For projects created in hardware description languages (e.g., VHDL, Verilog, SystemVerilog, Chisel, etc.), it makes sense to use the TAPR or Solderpad licenses.

It would be awesome if these licenses got added to the Non-Software page.
