[html] provide translations of tag documentation

Steps to Reproduce:
Almost stuffs are displayed in Korean becuase dispaly language is already configured to "ko(Korean)". But intelliSense of HTML is not.

1. Mouse over HTML tag.
2. The information popped up under the cursor is not displayed in Korean.

The HTML language server is missing translations.

@aeschli for the onboarding to Transifex you should introduce three gulp tasks for pushing, pulling and importing from Transifex with transifexExtensionName variable to be set to vscode-html-languageservice. See gulp file in vscode-node-debug as an example (https://github.com/Microsoft/vscode-node-debug/blob/master/gulpfile.js#L145.

You need: transifex-push, transifex-pull, i18n-import tasks with all dependency variables to be set. vscode-nls-dev npm package is needed to use the methods defined in these tasks.

To verify whether you are set up, you can call transifex-push initially yourself, checking if vscode-html-languageservice resource appeared in Transifex under vscode-extensions project. Going further, translation team (or build agent) will be doing that for you.

IntelliSense of HTML is still not displayed in Korean. I want to introduce the vscode to Korean newbie but sorry to English-displayed intellisense window.

Sorry, there are currently no plans to add translations to the HTML tag descriptions. Please add your vote (:thumbsup:) to the description.

From my brief investigation on this issue, ec9571d had languages folder on i18n/kor/src/vs/ but 3af1806 removed translations on the languages folder since languages folder was not synced with Transifex.

It seems that there has been no drastic source changes on vscode for i18n support. The simple way to support translations for intelliSense of HTML would be to restore languages folder I think. Thoughts @aeschli and @michelkaporin ? Or adding language translations to Transifex would be an alternative way to support translations for intelliSense of HTML? In this case, talking to Microsoft language team would be a faster way?
