Marked brackets range on scrollbar

Steps to Reproduce:

1. Click on the code, inside the brackets.
2. Marked brackets range on scrollbar.
   Internal bracket marked with a main color.
   External brackets in gray (all). Same with more nesting brackets.
   
3. As soon as one brackets, it's just the main color.
   

This will be very useful. Particularly for longer code blocks, so that you can easily see where it ends and where it starts.

@lukaszpolowczyk if we build this feature in the VS Code core then this requires UX design for how to best render the bracket range. However, this feature currently isn't near the top of the UX backlog.

You can start to explore this feature in an extension and make it available, get feedback etc.. The TextDecoration API allows you to define decorations that show up in the overview ruler.
