Upgrade to go 1.24

This request is early, but serves as a tracking issue for some of our todos for when we eventually upgrade to 1.24 in the fall.

• upgrade gocloud.dev dependency
  • remove error wrapping workaround (migrate from container registry to artifact registry #4626 (comment))
