Add Tom to the NumFOCUS subcommitte (#13)

* Add Tom to the NumFOCUS subcommitee

I'm the PI on the CZI award, so having me on the NumFOCUS subcommitte
will make managing that a bit smoother.

NumFOCUS confirmed that you can have more than 5 people on this
subcommitee.
