Closes pandas-dev/pandas#11873

The bulk of it came from http://contributor-covenant.org/version/1/3/0/code_of_conduct.md

I took part of the section on reporting from https://swift.org/community/#code-of-conduct

I'm happy to be on the list of people to contact. I figured we could have a couple contributors and a couple community members. And just some policy to reaffirm that they're still OK with being contacted with reports every couple months or so.

I would gladly volunteer as well, but I think we have to limit ourselves a bit, and make the list not too long (3 people seems good to me)

It sounds like you'll have no shortage of volunteers, but if you want an "external member" or two in the mix then I'd be happy to serve as well.

Let's return to this -- I can make some contacts outside the core committership. I think it would be great to have a diverse set of perspectives

Conclusion from the dev meeting was: "Text seems to be fine, just would like a diverse committee.
Titus Brown put me (Tom) in contact with a couple people who said they’d be interested in being on it, would post on the PR (haven’t yet)"

@TomAugspurger What remains is filling in those names I think (and asking if they want to do it)?

Also, @sarguido might have expressed interest? If I misread that conversation, again feel free to ignore.

@captainsafia would you be interested in helping with this?

From the other volunteers on the thread (would be great to have @njsmith if you're still up for it?), I think we can set a crew of 5 or so and have a quick consensus vote.

Team: what do you all think about this for our inaugural pandas CoC committee:

If anyone of you would not like to be on the committee, let me know. This includes 2 pandas core members and 3 members from the broader contributor base / community.

If you're all on board we can have a (lazy) consensus vote (leave your +1 if you agree) from the core team and close the vote in 72 hours or so.

+1 -- vote passes by lazy consensus =) I'll amend the governance documents to reflect the new CoC committee. Thank you everyone
