Add doc on how to start a new Conference year

Before everything else (before announcing CFP, before even starting up a new site, before gathering new volunteers for the new year) we need to first set up a budget with PSF accounting team and have it approved by the global council.

Very important note: We can't start a new Conference year without first budget approval from accounting and council. Therefore this needs to be done perhaps in February of each year if we want to have a conference in December.

Write to accounting@python.org first and clarify before sending over to global council.
