got {"error":{"code":"ETIMEDOUT"}} error while running localhost:3000/seed

i am following chapter 6 i.e., setting-up-your-database and after copying the .env.local tabs secret to the .env.example file i renamed it to .env and when i run localhost:3000/seed i got the below error in console

GET /seed 500 in 1746ms
