Description
In the understanding document for 1.4.11 Non-text Contrast there's a lengthy section about how that SC relates to 2.4.7 Focus Visible, including a link for easy reference. So a tester focusing on contrast gets excellent guidance for evaluating the contrast aspects of focus indicators.
But for a tester focusing on focus indicators, the only guidance about the form of focus indicators (including contrast) is a reference to SC 2.4.13 Focus appearance (Level AAA).
In that AAA level guidance, there's a good section about how that SC relates to 1.4.11 Non-text Contrast, including a link for easy reference. But since many organizations, due to legislation, currently need to prioritise requirements at levels A and AA, there's risk that they will not find the AA level requirements about contrast when they are "hidden" in a AAA level SC.
Therefore, I suggest an edit of the following two sentences in Understanding Focus Visible:
Current wording:
"Note that a keyboard focus indicator can take different forms. New in WCAG 2.2: While Focus Visible does not specify what that form is, 2.4.13 Focus Appearance (Level AAA) provides guidance on creating a consistent, visible indicator."
Proposed wording:
"Focus indicators are visual information required to identify a state of a user interface component. That means that they are also subject to 1.4.11 Non-text Contrast (Level AA). See the Relationship with Focus Visible section of Understanding 1.4.11 Non-text Contrast for details and examples.
New in WCAG 2.2: 2.4.13 Focus Appearance (Level AAA) provides even more guidance on creating a consistent, visible indicator, dealing with issues such as the size and shape of the indicator."
Possibly, both of these paragraphs could be grouped under a new heading "Relationship with Non-text Contrast and Focus Appearance".
