Open-Shell on PE?

I have an infinitely useful and ever evolving PE project. I recently rebuilt it in win 11 from win 10, and for some reason, the start button doesn't work. Well Classic Shell has been on it for generations, and that cured it, though I replaced all the files with Open-Shell 4.4.196.0 to avoid making new shortcuts (making shortcuts for the mounted image is complicated), and it works fine, except for one thing: open-shell presents it's start menu settings page the first time you click the start button, the first time it runs. But on the PE it seems to present the settings menu the first time you hit the start button every time I run it. I know how to make registry edits to my images. I took all the open-shell registry entries I could find on my desktop, edited them for the pe, and also took before and after snapshots from my pe after closing that the first time, grafted them into the registry of my image, but it still does it. It's a tiny inconvenience, but it's kind of annoying.
Has anyone else ever used open-shell under the pe that can give me any ideas? If it helps, this is what I did to the registry
