Functions unnecessarily wrapped into lambda functions

The two following functions are wrapped in a lambda each time they get called, it creates a CPU and memory burden that is unnecessary:

- `fileExistsIfProjectReferenceDts`
- `directoryExistsIfProjectReferenceDeclDir`
