WinAppSDK application not opening for some users

Describe the bug

rocksdanister/lively#1409

Some users are reporting application is not opening for both packaged (Microsoft store) and unpackaged (Installer) version of the application.
The installer version has the SDK self contained.

Lively.UI.WinUI is a separate program for the UI from the core and it is the only program using WinAppSDK.

The user is saying Afterburner is not running rocksdanister/lively#1314 (comment) I am not sure if that means Rivatuner Statistics is running or not #2468

Steps to reproduce the bug

Unable to reproduce on my end, some user are reporting and cause is unknown.

Expected behavior

UI program should open.

Looks like @knightryry issue got resolved after windows reinstall:
rocksdanister/lively#1409 (comment)

Reinstalling windows seemed to fix it. (Had to reinstall due to windows bricking itself.). I'm guessing one of the dependencies broke.

@silentstromv2 can you help by providing the crash dump?
