WNS fail after PC restart and cannot accept message push notifications

###  Describe the bug

Hello, I have found that the message push service(WNS),raw notification  cannot be used after restarting the computer. After restarting, the PushNotifications LongRunningTask.exe process was not running, so it did not receive a message and subsequent pushes were dropped. Is it designed like this? How to restore WNS function after reboot?
