NuGet package restore failed after updating Visual Studio to 17.13.6

Describe the bug

After updating to 17.13.6, I can no longer build WinUI apps. This problem is preventing me from building WinUI 3 apps.

Steps to reproduce the bug

1. Create WinUI 3 app
2. You will get the package restore failed error

Expected behavior

It should succeed and let me build the app

Problem fixed after uninstalling and reinstalling.
