Describe the bug

(Apologies for the roughness, I'm at BUILD this week.)

I'm consuming the Windows.AI package and to bootstrap, I need to consume WindowsAppSDK-VersionInfo.h, but this header is unavailable. This header lives in Microsoft.WindowsAppSDK.Packages which doesn't appear to be a dependency in my dependency graph. Should this perhaps be moved to the .Base package?

Closing for now, it's in the meta package so not a big deal.
